chore: Remove codemeta from repository #2490

* Remove all files, tests, and documentation related to codemeta,
  codemeta.json, and codemetapy.
* codemeta is not realistically used for anything useful and codemetapy
  is not maintained, so there is no strong reason to keep using codemeta
  or to have a codemeta.json.

On this branch

git grep "codemeta"

returns nothing now.

I'm going to approve and merge this myself. As always, PRs approved by a single core dev can be reverted as needed by the rest of the dev team.

There seem to be a conflict, please backport manually. Here are approximate instructions:

  1. Checkout backport branch and update it.
git checkout release/v0.7.x
git pull
  1. Cherry pick the first parent branch of the this PR on top of the older branch:

    git cherry-pick -x -m1 ba896a6e1195470030a3b7b2480d5d68202fbc0d
  2. You will likely have some merge/cherry-pick conflict here, fix them and commit:

git commit -am 'Backport PR #2490: chore: Remove codemeta from repository'
  1. Push to a named branch:
git push YOURFORK release/v0.7.x:auto-backport-of-pr-2490-on-release/v0.7.x
  1. Create a PR against branch release/v0.7.x, I would have named this PR:

"Backport PR #2490 on branch release/v0.7.x (chore: Remove codemeta from repository)"

And apply the correct labels and milestones.

Congratulations — you did some good work! Hopefully your backport PR will be tested by the continuous integration and merged soon!

Remember to remove the Still Needs Manual Backport label once the PR gets merged.
