This PR puts the accepted SLEPs at the top.

The reason we might not do this is that ideally the list of accepted proposals becomes much longer than those in review.

Ui. If we can't even agree on this, there is no hope 😄 PEP and NEP have accepted proposals first. As a reader, not a core dev, I'm most interested in what has been agreed so far. Finally, the order can be easily changed any time.
