Withdraw SLEP019 #87

Since we're not working on PRs to directly implement discussions from this SLEP on the governance model, I'm proposing to withdraw this and continue discussion on those PRs, the first of which already has been called for a vote: https://github.com/scikit-learn/scikit-learn/pull/25753
