Update docs #14

This PR fixes broken links and badges on the main README and in the documentation. It also updates the build process with up-to-date github actions, adds a dependabot to check the actions remain up-to-date moving forward, and updates the publishing job to PyPI.

Edit: While doing this, I realized that a new dataset eyeglasses was added to the repo but is not in the most recent release. I added it to the API docs, an example to the visual docs, and bumped the minor version.
