Celery dustmapsrc config and Flower server parameterization #186

Fix dustmapsrc config for Celery workers as we did for the web app server. Parameterize the Flower server port and URL prefix.

I wanted to rename the branch to be more specific but by doing so this pull request was closed. I could not see how to change the source branch for the request. See #188 for the new identical request.
