Add the banner and the PHP version of the site navigation to the Wiki. Previous attempts to do this broke MediaWiki JS.

Finally fixed! Basically duplicated parts of the database connection code from /var/www/src/php/config.php and phpBB3 user data extraction from /var/www/src/php/identify.php in PhpbbAuth.php because importing the entirety of both files with /var/www/src/php/head.php was breaking the page.
