Part of this issue is in #24. Make it so that if someone uploads a test and a key and their username is omitted from the author field of one, we can merge the two to have the same attributes so they are loaded together.
Make function that can merge events and tournaments and displays all affected files and allows deciding which to overwrite with the new event/tournament id.
