Figshare setup and configuration #3

Setup a Figshare account and encrypt credentials to be used by Travis-CI for uploading and updating PDF version of papers.

Define FIGSHARE_BIBTEX_TEMPLATE in pelicanconf.py

There is no hurry on this because we plan to send all papers in batch once all proceedings are accepted.
