Add pre-commit and pre-commit.ci #1016

I think this would be a beneficial addition. The proceedings committee would be happy to have your help here if you have time. Thanks for the suggestion and please feel free to create a PR against the dev branch.

Making this as a short tracking issue. I can open a PR to add a .pre-commit-config.yaml file for pre-commit but as I don't have admin permissions to https://github.com/scipy-conference/scipy_proceedings I won't be able to enable pre-commit.ci for the repo. If the proceedings committee is intersted in getting pre-commit.ci turned on (it is pretty great!) either myself or @tkoyama010 can give advice on this if there are questions. :+1:
