Update README #888

This updates the readme and instructions for 2024 to use MyST as the build process and Curvenote to check and host the proceedings. I have removed make_paper.sh and moved the requirements.txt into publisher as that is no longer necessary (i.e. using myst start).

The GitHub actions are already in the 2024 branch, and there are two templates that follow this process that can be merged into 2024:

As discussed in the proceedings co-chairs meeting, this focuses on the HTML of the article, and defers PDF building until acceptance. The preview looks like this:

We discussed this in the meeting today, and are moving to a merge, and we can always iterate on the readme.
