Start conversion to markdown #781

Converts a few selected pages to markdown, and adds requirements and configuration needed for the conversion.

This work started at the Scientific Python dev summit in June 2024.

Sorry for the rebase but I was getting NumPy 2.0 failures and decided to get the latest changes.
