voting for all submissions #116

each user should be able to vote for each submission. voting up and voting down should be possible, each counted seperately. this would give users a first-glance impression of the quality of the submission, and she would be able to distinguish "highly debated" from "used by nobody".

@andreas-h this could be considered as enhancement. This needs some discussion. Whether there should be an option for "down-vote" or just "up-vote" etc.
