Update a bunch of URLs. #497

1) https-ify. 2) move all scipy.github.io/devdocs to docs.scipy.org/doc/scipy 3) code.entought does not exists anymore 4) Siam redirect to archive.siam, update accordingly.

Note that content/en/press-kit.md contain:

the SciPy logo here

But this seem to have been taken from numpy ad I can't find a trace, even in history of the branding folder.

Note that I'm partially unsure about the move of devdocs, and maybe this should be reviewed on a case-by-case basis ?

There are also a number of links in the scipy source itself, in particular README.rst link to the CoC in scipy.github.io, should I send a PR for that as well ?

Sure, just not high priority unless the links are broken.
