Extract Floaty Widget to submodule #197

Pull Floaty Login/Logout Widget complete with html, javascript, and css out of Skyserver (and CasJobs) and put it in own submodule that can be used in everything, including SciDrive, Explore, QuickLook, Navigate, CasJobs, SkyServer, Compute, and more.

Creating "SciWidget" repo for Floaty Widget.
