ImgCutout: Remove documentation on targets (T) option #20

ImgCutout no longer marks SDSS spectroscopic targets. The web service behavior is working fine, but we need to remove references to the T option as being available in the documentation. Labeling as documentation and assigning to myself.

I'll also need to remove the lines from the test script that ask us to test this feature
