Q – Is this correct? i.e. that it is pointing to dev, rather than test OR E.g. is scidev09 the location of OpenStack

We are still using nginx on scidev. Otherwise automatic updates in SciDrive multi-panel view wouldn't work. Now that Jan has set up a test version of HAProxy we can try to switch from scidev to the new HAProxy, but right now we only have an HTTPS url pointing to vospace-2.0. Not sure if it will work, but I can try...

OK... I have updated SciDrive UI on scitest09 to point to https://apps.sciserver.org/vospace-2.0 (which, I believe, is a proxy for http://scitest09.sdss.pha.jhu.edu:8080/vospace-2.0). Seems to be working fine. The default region is now called "test". I also left the old scidev09/scidev13 entries, just in case, you can switch to them manually, if you want.
