Give proper warning/error message if create a SciServer account using an existing email address from preprod site #52

https://test.preprod.portal.sciserver.org/login-portal/Account/Register

Try to register new account with an existing email address and get the following error message: Response status code does not indicate success: 500 (InternalServerError).

Please inform user why it failed.

Why is this in scidrive-ui?

I have also reported on https://github.com/sciserver/sciserver-sso-portal/issues/21.

Tested on pre-prod: error message has not been improved: Response status code does not indicate success: 500 (InternalServerError).
