Fixing permissions in the Users home directory + helpful message when HEASARC is not mounted. #12

Some folders like ~/.astropy were owned by root, which prevented some configuration files from being written correctly. I just added a command to reset ownership of files in the home directory.

I also added a helpful message in case the HEASARC data volume is not mounted.
