v1.1.2 release? #142

There was an important fix in https://github.com/scitokens/scitokens-cpp/pull/137 that reduces parallel fetches from the issuer; can we cut a v1.1.2 release for that?

Tagged and currently being built in EPEL. I'll watch it, then it will do the normal 7 days in epel-testing.
