I found the scitoken-* binaries to be quite useful, especially scitokens-verify. This PR adds them to the rpm and debian packages in /usr/bin.

Hang on. I had a working complicated version and thought I had a much simplified one, it's causing a problem. Need to do more testing. I'm going to close this until I get it working again.
