Bump to kafka 0.8.2.0 final and akka 2.3.9

Published as 0.0.11-kafka-0.8.2.0-SNAPSHOT to oss.sonatype

Got some reports that the snapshot works, so bringing this in, will publish 0.1.0 to maven central
