[3.2.x] Update templates to 3.9, use groupified apiVersion #190

Update templates to Python 3.9

Should the 3.2.x branch be included in openshift instead of master (1.11.x)?

Should SOURCE_REPOSITORY_REF be defined as 3.2.x by default so that master (1.11.x) does not get used anymore?

Once, I've tried to switch master branch to something newer and it broke some dependant projects and templates so I vote for any improvement in this to make the master branch obsolete as the Django version in it is.

I cannot verify the change but we don't use this branch on old platforms so it should be fine. Do you know about anybody who would be a better reviewer than me?
