The runtime part of scl-utils is pretty final, we don't have to fix this pretty often.
On the other hand, the *-build part is worth getting some fix from time to time. And we historically had a real issues to get scl-utils-build fixed (or get new features added), because it has separate life-cycle from the SCL channel -- so during the development lf new scl we had no chance to update the build scripts.
