Add a snippet for footnote writing. Something like this :

[^$1]: $2
On tab completion, it would create the [^$1], and add a corresponding [$1]: two lines below. Multiple selection so that we are sure that the two $1 match. On tab, we go to $2 and write the actual note. On tab, we come back to $3 and write the rest of the paragraph
