Fix the sound problem #3

What steps will reproduce the problem?
1.  Try to use sound

What is the expected output? What do you see instead?
Some sound.
No Sound.

What version of PAlib are you using ?
060831 Official revival :D

Testing on DS or emulator ?
Both

Please provide any additional information below.
Removing the comment in ARM7/main.c makes the sound comes back, but
investigation is needed for impat on other stuff.

I can't get WAV/PCM from PAFS to work, MODS work fine.
