Dependency update: Bouncy Castle 1.60 is available #53

Hello,

Portecle is currently using Bouncy Castle 1.58. Latest Bouncy Castle version is 1.60 and fixes 2 CVE known security issues.

Could you please update to this latest version? Thank you veyr much!
