[Backend] Add validation for user role while creating or updating user.

Describe the bug While creating or updating a user, it is possible to give the user role any value, which is unintended. User should only have roles of admin, extractor or management.

To Reproduce Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error
