Add pyproject.toml https://www.python.org/dev/peps/pep-0518/
Supported Python versions up to 3.10

Hi. This is rather too extensive a diff for the change contained within. I do need to move away from the broken Travis tests though and will take a look at GitHub actions. Thanks.
