How are flaps cut professionally? #236

Hi,

how are the flaps Scott offers on etsy (https://www.etsy.com/listing/979720975/blank-splitflap-display-flaps) cut? Is laser cutting used or CNC? I am asking because I want to make slightly larger flaps and don't know how to go about this.
