Track diffs for changes to descriptions and comments #7

Some users (based on permissions) should be able to edit ticket descriptions and comments. There should be a history of changes so the original content can still be viewed.

Trac handles changes to descriptions by creating special comments which just mention that the description was changed and providing a link to a diff. Comments show the full history behind a link in a note within the comment.
