New release? #297

With the latest PRs we are dropping support for old GHCs and entering a brave new world.

Shall we mark the occasion with a new release?

@fumieval @chessai @RyanGlScott I've made some labels for our current issues, as a first step (happy to have your input on these of course). There's a mix of a few long-standing design issues, a handful of bugs and a bunch of documentation that needs writing. If we pick a few of each we can chart a path towards a new point release. Redesigning ActionT and ScottyT will require a deprecation cycle over a few releases.
