The quest is from the mithril order quest chain to get ornate mithril armor plans. Quest requires level 40 according to wowhead and is from Trenton in Gadgetzan after the three quests are done first. It should come after those quests are done for the mithril plans and give you a reward (glimmering mithril insignia) as a closing to the chain of quests and reward you for your efforts to the mithril order.

What happens? The quest "Did you Lose This" does not become active after the three prereqs for it by same NPC.

The quest is marked as alliance only, this is definitely wrong.

But there is a second requirement, a blacksmithing skill of 210. I don't know if this is correct or not.

Have a blacksmithing skill of 265, which is definitely enough. It says requires blacksmithing 225 on the glimmering mithril insignia as well to even use it.

A requirement for the quest, not the item.

I have all requirements for the quest. The quest does not show up after the three prereqs you need to do.
