After several segments of this rather longish quest chain, you're sent to Theramore to look for Hendel. Commander Samual knows him, and sends you out to the first guard tower outside the city. This is where the problems are.
What's supposed to happen: When you get out to the tower, Archmage Tervosh is supposed to teleport out from Jaina's tower to accept the quest completion and give the next segment.
What does happen: You have to trek back into Theramore and climb up the tower to Jaina's room, because Tervosh doesn't go anywhere.
If I recall correctly (and I'll be finding out in a sec), Tervosh is also supposed to be on hand when you complete the next section, and Jaina even joins you out there after you subdue Hendel. But for each of these quest segments, you have to run back into Theramore and climb the tower to advance the line.
