How to replicate the bug:
Turn on stealth and walk on the perimeter of detection of a hostile mob.
What happens:
Aggro mob immediately.
What should happen:
The mob will turn to the player's current location, make its aggro sound, but not attack unless the stealthing player moves further into detection range.
Notes:
I noticed this when playing a rogue I recently created (so I've only access to Rank 1 stealth), and only have been able to test it with local npc's of Teldrassil. I don't know if this is a zone issue or an issue at large. I haven't played a cat druid, but I suspect their Prowl suffers the same bug. Any druids are encouraged to confirm this
