Update the mappings of manufacturer code and company name #8

As pointed out at node-echonet-lite, the mappings of manufacturer code and name are not disclosed by ECHONET CONSORTIUM. Therefore, no one will be able to freely publish the complete list.

This PR utilizes the list contained in ECHONET Lite Device Emulator published by HEMS（ECHONET Lite）Interoperability Test Center.

Note that the original file is published under the MIT license so that I updated the LICENSE.txt of this project accordingly. Also I fixed the typo in the filename (LICENCE.txt -> LICENSE.txt) and deleted the duplicated file.

Thanks for this improvement, I had looked around briefly but not seen any lists so i'd figured I'd make sure additional manufacturers could be added.
