Sort charts by the number of data values #65

On initial page load, we don't sort charts in a defined way.

A reasonable default sort order: sort the charts by those w/the most data values. Put those w/the most data first.

This shifts context that is less frequently used at the bottom of the page.

Deployed an enhancement that sorts the charts on initial page load.

Chart order isn't updated as you apply filters (this would shift things around a lot).
