It's a sort of hybrid between the JVM and JS runtimes:

we can use java.io and scala.io APIs
single-threaded, so we use a HashMap instead of TrieMap
not sure the future of randomUUID(), so easier to inline for long-term compatibility. https://github.com/scala-native/scala-native/issues/2600

Edit: ok, this PR also fixes the botched JSDOM CI setup
