Issue was not present in the 27/10/2020 nightly
I'm seeing it on 29/10/2020. The original report doesn't mention that this is happening with MediaVPs, not retail graphics.
It seems that it only screws up areas where the dust explosion animation draws over other models. but not when it draws over the space background.
Maybe it's a hardware specific rendering issue. I have an Nvidia GTX 970
This was reported by several people and confirmed by me using current FSPort, FSO 19.0.0, and the mission "Paving the way". It seems that, if shadows are not enabled, the dust effect we spawn when an asteroid gets broken up interferes with model rendering; a sparkly pattern can be seen on areas shaded by the dust cloud effect. Enabling shadows seems to make it go away, but that's obviously not a workaround we can recommend in good conscience.
