FR: Expose ai-guard static 3000 meter value to optional sexp argument #6247

As per @Baezon on Discord, any enemy targeting the ship which has an ai-guard order placed on it will cause its escorts to engage any attacking ship within 3000 meters. This is an FR to expose that value as an optional sexp arg to create tighter or looser defensive screens.
