Add FOSDEM 2025 #1154

This PR adds the FOSDEM conference (https://fosdem.org/2025/)

As of now, there is no Call for Papers (CFP) available yet, a Call for Devroom is currently opened. The CFP will be released later, once the devrooms are defined.
