What?

Fix Accessing Hub with ManagerClient.getHostClient fails when using custom Agent
Added HostClient.getManagerClient()
start initial instances after api is started and host is connected (RunnerContext hub/space clients can operate)
Update tests' utils to wait for "Running" instead of "API ON"
