Use CRIS database from TxDot #46

Expected Behavior

The state of Texas has its own crash database, CRIS, it would be interesting to see how we could leverage it.

Research if there is a way to automatically retrieve and enhance the our data set with the information from that database.

Case ID field in CRIS database can be matched on case number from APD with hyphen removed. (19-1080319 = 191080319)

It looks like they do not provide a way to programmatically query the database, nor a link to directly download the data set.

It looks like we need to submit a mail request to get the data: https://www.txdot.gov/government/enforcement/crash-statistics.html
