Tables weirdly not downloading #83

Looks fine in "View in a Table", when downloaded in Excel all the actual tables are missing.

e.g. Page 18 just says "TABLE 1" with nothing else.

Running xmlwf on xl/worksheets/sheet18.xml inside the xlsx zipfile, there's a ^C character.
