You could default to just one.
Given the slowness of the api calling process, is this still a feasible option?
Or, would it be better kept in a separate tool?
How often do you want to scrape both the people who follow a certain account and the people who that account follows?
I think it should be a separate tool.
As a user I'd find that much less confusing.

And to answer your specific question - I have not so far wanted both.
I've wanted my followers, as people to message who already know/like me.
I want important people's following, so I know who to talk to try and influence / come to the attention of them.
Not sure I'd ever want both.
As a drop down option - following, followers or both.
