Stop bein greedy

• hopefully address all or most of the challenges in #122
• cleaned up some test bits to align w/ scrapli/scrapligo clab setup better(still needs to have scrapli run prepare script on lab though)
• added open cmd bits for tests to deal w/ pub key algos/types for system transport

re-ran all the functional tests w/ system transport (the troublemaker) and everything is looking good.
