GitHub Actions wasn't cooperating with EOL Python versions, so I've removed support, like in other Scrapy repositories. I also had a look at https://github.com/scrapy/parsel/pull/221 and https://github.com/scrapy/parsel/pull/227 to see what types of changes to make.

@pawelmhm @Gallaecio I am merging this so that other PRs can proceed - otherwise we have no environment in which tests pass.
