CE-186 Warn when following an outgoing link in a forum post #6996

Expected Behavior

Outgoing links in forum posts should warn the user that they're leaving the Scratch forums, or be blocked entirely.

Actual Behavior

From @PPPDUD:

Think you could consider revisiting this post now that Scratch 2.0 is out of the way? It is becoming increasingly important, now that the Scratch community has become so large.

The linked forum post demonstrates an outgoing link which mentions "scratch.mit.edu" but actually goes to another site (in this case, google.com).

it should defo not be blocked entirely but warning is fine although would be a nuisance most of the time

Maybe the ST could add an account setting?
