Create militarysupport.md

I think this is a good idea but would like to see it fleshed out further.

Threat level could be replaced with something more descriptive, such as the number and type of creeps.
Request types should be further defined, and there may be other types (guard portal, rebuild spawns, smash walls).
Other meta data, such as the players involved, would be helpful.

Finally I think for something like this it will be important to get feedback from the community. You may want to poke #diplomacy and #screepers on slack.
