Provide a chocolatey package

Would be cool if svm could be installed just by running

choco install svm

This is definitely on the roadmap. In addition to the current mechanisms I'd like to be able to install svm via:

• chocolatey (Windows)
• homebrew (OSX)
• ??? (Linux - unsure due to different distros ...)
