fix windows unicode

Windows py3 unicode support is broken in scriptharness. We need a real fix or workaround. I'd love to support both git bash and powershell as windows consoles.

Currently, this breakage shows up in these two tests, which are disabled until we fix this issue:

I currently suspect http://bugs.python.org/issue1602. One approach might be to install https://pypi.python.org/pypi/win_unicode_console/ (https://github.com/Drekin/win-unicode-console)

I need to doc this, add it to the requirements, and win_unicode_console.enable() in the appropriate tests.

Ok, make that win_unicode_console makes nosetests die in the middle without an error message. =\ Not quite the same as working.
